The Cluster's vision, since its foundation in 2009, has always been 'innovation through sustainability to strengthen and affirm the competitiveness of companies in the markets'. Its strategy, evident in the recent Competitiveness and Internationalisation Pact that it signed with the Portuguese Government in 2019, affirms a serious commitment toward promoting innovation, taking into account the challenges that the circular economy, decarbonisation (present in the European 'Green Deal') and digital transformation, among other drivers, impose on companies as an engine for developing competitive solutions that respond to the aforementioned challenges without putting them at competitive risk in the global market. In fact, among other measures in the aforementioned Pact, there is a specific one aimed at working with the government on sustainable public procurement and associated public procurement of innovation.
Therefore, in total alignment with its Strategy, the Sustainable Habitat Cluster believes that, among other measures, it would be very relevant to carry out pilot tests in these areas of public procurement to determine the best procedures. In addition, the Cluster is favourable to the creation of a financial or other instrument to support sustainable and innovative public procurement, as it will enable a desirable transformation in line with the competitiveness challenges that companies and countries are facing today at a global level."
