Competence Centre Public Procurement of Innovation

In Portugal, as in the rest of the European countries, public procurement represents around 14% of GDP, which means that the strategic use of public procurement to promote greater efficiency in public services or their improvement through innovation has important potential.

In the framework of the technological and business innovation strategy for Portugal, 2018 -2030 (RCM 25/2018), the Agência Nacional de Inovação – ANI (National Innovation Agency) and the Instituto dos Mercados Públicos, do Imobiliário e da Construção – IMPIC (Institute of Public Markets, Real Estate and Construction), expressed their commitment to boost ‘Compras Públicas de Inovação’ – CPI (Public Procurement of Innovation – PPI), having signed a protocol for creating the Competence Centre for Public Procurement for Innovation – PROCURE+i, in 2021. Through PROCURE+i, ANI and IMPICcooperate to prepare and grow PPIat national level. The services offered are designed and scaled using the existing capacity of both agencies. . In this way, it will also be possible to have an outreach contribution toward establishing a PPI monitoring system in Portugal.
